The post below was made before I created the term “super republic”. I would suggest referring to my 2nd version of a Constitution for a Super Republic in SS5.org over this one.
Constitution for a Republic That Is Maximumly Efficient While Preventing Authority from Being Used Poorly As Much As Possible
Background
I will refer to a constitutional republic with the only goals of having authority be used as best as possible for as long as possible and being as efficient as possible as a “super republic.” I think these are the only goals that any government should have. This constitution’s only goal is to be the best possible constitution for a super republic.
I don’t think there has ever been a large scale super republic, but I think a super republic would be the best version of a republic. Some constitutional republics might qualify as a super republic if that definition is loosely used. “Having authority be used as best as possible” is very subjective, but efficiency is hardly subjective. It’s even less subjective for resources that can easily be liquidated at near intrinsic value. And, I think most governments are very inefficient. Efficiency is equally important in a super republic. The benefits of efficiency economically compound over time. Compound growth can be extremely powerful.
This constitution only focuses on regulating authority. Specifically, it only focuses on regulating the authority to make any reasonably possible order and have that order be completed. In other words, it focuses on regulating ultimate authority. Ultimate authority is always present in any country. It is usually collectively held by many people. I think a super republic only needs to focus on regulating authority for the goals of a super republic to be achieved. I think a constitution for a super republic should only focus on regulating ultimate authority because lesser forms of authority stem from ultimate authority.
I think having separate branches of government to create checks and balances is not worth the inefficiency this causes. I think having many people in only one branch would be a better way to create this. I think checks and balances would be only a little more effective in five branches of government (with like 100 top officials each) as it would be in only one branch of government (with like 500 top officials). Plus, I think multiple branches of government is likely to lead to inefficient and inconsistent leadership. I think a super republic should only have one branch of government.
I created/wrote this post and these concepts. This is the second version of this constitution. The first version’s writing/concepts were also created/written by me. This version is very different than the first version, and I think it is better as well. Some people will find this constitution hard to understand. This constitution is purposefully written to read overly unambiguous. Many of the sentences in this constitution try to contain a lot of information. I would suggest ignoring the stuff in parentheses if you only want to get a general idea of this constitution.
Obviously, I don’t think any country would use a document like this. But, if an existing country was to adopt a document like this constitution, they would probably plan to have this constitution be effective after a far away date, so they could gradually enforce it. All previous/current systems of governing (that don’t contradict this constitution) would probably be unchanged until/unless the Senate or someone/people appointed by the Senate changes them, otherwise (if they do contradict) these systems would probably gradually change.
Constitution
#1: If there are at least 40,000 people in this country, this constitution has higher authority than anything else except that potential document(s) (given more authority than this constitution by the Senate) (that is discussed in this constitution).
#2: Every point in this constitution must be maximumly enforced.
#3: Every person who has sworn to help this country (use authority as best as possible for as long as possible and be as efficient as possible) while being observed (by a formal spectator in a population group) (within the last three years), has spent at least 4670 days in this country in the last sixteen years, has spent at least 400 days in this country in the last 500 days, has been conscious within the last ten days, is at least sixteen years old, and is at most 81 years old is put into a group. These groups are referred to as “population groups” in this constitution.
Each one of these people must immediately be put into a population group. Only these people can be in a population group. There are to be as many population groups as possible if every population group has at least one million people.
#4: There are at most 700 population groups.
#5: There are at least 600 population groups.
#6: Each population group can only have one more or one less person than another population group.
#7: Everyone has a home of some sort. The home of each person in a population group is one imaginary gram multiplied by how many people (in this population group) live at that home. If someone in a population group will be transferred to a different population group, this person is the person that has a home as far as possible from the center of mass using these imaginary grams of that population group that this person is currently in. Each person currently transferring to a population group transfers to the population group with a center of mass using these imaginary grams as close as possible to this person’s home.
#8: A day in this constitution refers to a period of exactly 24 hours.
#9: A year in this constitution refers to a period of exactly 365 days.
#10: The Condorcet method is a method to determine the winner(s) of an election. Each vote (in an election that uses the Condorcet method to determine the winner(s) of this election) assigns a natural number to each thing (that is voted on in this vote). Everything (that can be voted on in this election) that is not assigned a natural number in this vote is assigned the greatest natural number in this vote. A thing (that can be voted on in this election) beats another thing (that can be voted on in this election) in this vote if that natural number assigned to that first thing in this vote is less than that natural number assigned to that second thing in this vote.
A thing (that can be voted on in this election) does not beat another thing (that can be voted on in this election) in this vote if that natural number assigned to that first thing in this vote is equal to that natural number assigned to that second thing in this vote. If a thing (that can be voted on in this election) beats another thing (that can be voted on in this election) in more votes in this election than votes in this election where that second thing beats that first thing, that first thing beats that second thing in this election. The winner(s) of this election are the thing(s) (that can be voted on in this election) that beat the most number of other thing(s) (that can be voted on in this election) in this election.
#11: Each person in a population group has one natural number. This number is referred to as a “constitutional PIN” in this constitution. That “PIN” is an abbreviation for “personal identification number.”
#12: Each person can only have at most one constitutional PIN.
#13: Each person with a constitutional PIN must have that exact constitutional PIN until this person is not currently in a population group.
#14: Each person in a population group must have a constitutional PIN that is different from any other constitutional PIN.
#15: At least 0.06 percent of all of the natural numbers between the smallest constitutional PIN to the greatest constitutional PIN must be a constitutional PIN if possible.
#16: A constitutional PIN can not be less than 10,301,558.
#17: The smallest constitutional PIN must be 10,301,558 if possible.
#18: Everyone in a population group (that is currently in this country) must be easily able to access the constitutional PIN of anyone in a population group at any time.
#19: Everyone in a population group (that is currently in this country) must be easily able to access every constitutional PIN of a current senator at any time.
#20: Everyone in a population group (that is currently in this country) must be easily able to access every constitutional PIN of a previous or current senator (currently in this population group) at any time.
#21: Everyone in a population group (that is currently in this country) must be easily able to learn which population group that anyone in a population group is in at any time.
#22: Everyone who has been in a population group for the last sixty days and has been in this country for the last sixty days will be referred to as a “distinguished dweller” in this constitution.
#23: An election to select someone to be a senator of a population group starts when there isn’t a senator (in this population group). This election only uses the Condorcet method to determine the winner(s) of this election. This election lasts fifty days. 25 days after the start of this election, the voting period of this election begins. This voting period ends as soon as this election ends.
Votes in this election can only be made or changed during this voting period. Every vote in this election when this election ends is a valid vote in this election. Each vote in this election must be for at least one person. Each vote in this election can be for at most 300 people if this population group has at least 300 people.
Each vote in this election can be for everyone (in this population group) if this population group has at most 300 people. Each person who votes in this election can only make at most one vote in this election. A voter’s vote in this election is and is only removed in this process if this voter is no longer part of this population group.
Only the people in this population group can vote in this election. Everyone (in this population group) must vote in this election if they might be a distinguished dweller at the time this election ends. Anyone (in this population group) can be voted for in this election. Every voter in this election can only vote for people/someone who are in this population group in this election. Each person (in this population group) is referenced by their constitutional PIN for each reference of that person in each vote in this election.
Everyone (in this population group) (that is currently in this country) must be easily able to make any possible vote in this election at any time during the voting period of this election. Every voter in this election (that is currently in this country) must be easily able to change their vote to any other possible vote in this election at any time during the voting period of this election. Everyone in a population group must be easily able to learn that this election is currently happening while this election is happening.
Everyone in a population group must be easily able to learn that this election is currently happening while this election is happening at any time. Everyone in a population group (that is currently in this country) must be easily able to learn when this election ends while this election is happening at any time. Each person in a population group must be easily able to learn if this person might be able to vote in this election.
Everyone (in this population group) who might be a distinguished dweller by the time election ends must not be transferred to a different population group during this election if possible. Every senator of this population group is immediately fired (from being a senator) during this election. Everyone who wins this election is a senator immediately after this election.
#24: Each senator is provided with each thing necessary (to effectively complete activities involved in being a senator) unless this senator claims to not want to be provided this thing. This might include healthy food, a good home with good internet, a good laptop, a good cell phone with a good cellular plan, alteration of a government-imposed penalty on them, and/or an effective assistant.
#25: Every senator must have very significant protection from getting a physical health problem from violence. This might potentially include detectives trying to discover plans of terrorism against senator(s), certain buildings having military protection, and/or each senator only talking to the general public through ballistic plexiglass. Each senator must always have at least one effective soldier in a population group that is assigned to attack anyone that is trying to attack this senator. This soldier is permitted to use deadly force against anyone that is trying to attack this senator.
#26: If a population group has multiple senators, all of these senators are immediately fired (from being a senator) except one of these senators. This senator that is not fired is the senator that is younger than those senator(s) that are being fired.
#27: A senator can resign (from being a senator) at any time.
#28: A senator can only be a senator of the population group that this senator is in.
#29: Each person can only be in at most one population group.
#30: Every eighteen hours, a senator is chosen to select a document. The senator that is chosen (to select a document in this process) is the senator of the population group (that as least recently as possible had a senator that was chosen to select a document in this process). This chosen senator can select any document in this process.
A blank document is immediately and automatically selected by this senator if this senator doesn’t select a document within seventy days after being selected in this process. A blank document is immediately and automatically selected by this senator if this senator is no longer a senator. Only this senator can select a document in this process unless this senator doesn’t select a document within seventy days after being selected in this process or this senator is no longer a senator. This senator must be easily able to select any possible document in this process.
Immediately after this senator has selected a document in this process, this document can be voted on in this process. Each senator is only able to vote in this process to pass or not pass this document. Each senator must be easily able to make any possible vote in this process at any time (while this document can be voted on in this process). Each senator must be easily able to change their vote in this process (at any time while this document can be voted on in this process). A senator’s vote in this process is and is only removed in this process if this voter is no longer a senator (during the time this document can be voted on in this process).
The time this document can be voted on in this process immediately ends if more than 85 percent of all senators voted to pass this document in this process and more than 75 percent of how many population groups there are senators voted to pass this document in this process. The time this document can be voted on in this process immediately ends if more than 55 percent of all senators voted to not pass this document in this process. Each senator who has not voted (on this document in this process) immediately and automatically votes to not pass this document in this process if this document was selected in this process more than forty days ago and this document can currently be voted on in this process. The time this document can be voted on in this process immediately ends if every senator voted on this document in this process.
The Senate immediately gives this document more authority than anything else except this constitution and document(s) (given authority by the Senate in the future) if more than half of all senators voted to pass this document in this process and at least twenty percent of how many population groups there are senators voted to pass this document in this process. Eighty days after the time to vote on this document in this process has ended, the Senate gives this document more authority than anything else (except document(s) given more authority than this constitution by the Senate in the future) if more than 85 percent of all senators voted to pass this document in this process and more than 75 percent of how many population groups there are senators voted to pass this document in this process.
The only activities involved in being a senator are activities involving completing this process. The only activities that the Senate can do are giving document(s) authority in this process. The Senate has unlimited authority to give in this process.
Everyone in a population group (that is currently in this country) must be easily able to access every document that has been selected in this process at any time if that document was selected while someone (currently in a population group) was in a population group. Everyone in a population group (that is currently in this country) must be easily able to access any document that has been selected in this process at any time if this document was selected while someone (currently in a population group) was in a population group. Everyone in a population group (that is currently in this country) must be easily able to learn which person selected this document in this process at any time if that second person is currently in a population group. Everyone in a population group (that is currently in this country) must be easily able to learn when this document was selected in this process at any time.
Everyone in a population group (that is currently in this country) must be easily able to learn if this document can currently be voted on in this process. Everyone in a population group (that is currently in this country) must be able to learn how many votes there are to pass this document in this process. Everyone in a population group (that is currently in this country) must be able to learn how many votes there are to not pass this document in this process.
Everyone in a population group (that is currently in this country) must be easily able to learn of every vote on this document in this process at any time. This includes being easily able to learn which senator made that vote, when that vote was made, and whether that vote was to pass or not pass this document in this process.
Everyone in a population group (that is currently in this country) must be easily able to learn of every time a specific previous or current senator (currently in a population group) was chosen (to select a document in this process) at any time. Everyone in a population group (that is currently in this country) must be easily able to learn of every time a specific previous or current senator (currently in a population group) selected a document in this process at any time.
#31: Everyone in a population group (that is currently in this country) must be easily able to access every document that the Senate has given authority at any time.
#32: Everyone in a population group (that is currently in this country) must be easily able to access any document that the Senate has given authority at any time. Everyone in a population group (that is currently in this country) must be easily able to learn that this document was given authority by the Senate at any time. Everyone in a population group (that is currently in this country) must be easily able to learn how much authority this document currently has at any time. Everyone in a population group (that is currently in this country) must be easily able to learn each time this document was given authority by the Senate at any time.
#33: A senator can only be fired (from being a senator) in the ways discussed in this constitution.
#34: A senator is immediately fired (from being a senator) if they are not in a population group.
#35: Everyone should not force a senator to spend time outside of this country.
#36: Everyone should not physically harm a senator.
#37: Each person in a population group (that is currently in this country) must be able to vote to remove the senator(s) of this population group. This voter is only able to vote in this process to remove the senator(s) of this population group. This vote is and is only removed in this process if this voter is no longer part of this population group, if this population group does not currently have a senator, or if this voter removes their vote in this process.
Every senator of this population group is immediately fired (from being a senator) if more than half of the people (in this population group) are voters in this process. Each person (in this population group) must be easily able to vote in this process at any time. Each person (in this population group) must be easily able to remove their vote in this process at any time.
#38: Everyone (currently in this country) who has spent at least 4670 days in this country in the last sixteen years, has spent at least 400 days in this country in the last 500 days, has been conscious within the last ten days, is at least sixteen years old, and is at most 81 years old must be easily able to access this constitution at any time. These people must be easily able to learn of every point in this constitution at any time. These people must be easily able to learn that this constitution has higher authority than anything else except that potential document(s) (given more authority than this constitution by the Senate) (that is discussed in this constitution).
#39: Everyone (currently in a population group) (that was always in a population group in the last 300 days) must have accessed this constitution for at least twenty minutes within the last year.
#40: Everyone (currently in this country) who has spent at least 4670 days in this country in the last sixteen years, has spent at least 400 days in this country in the last 500 days, has been conscious within the last ten days, is at least sixteen years old, and is at most 81 years old must be easily able to swear to help this country (use authority as best as possible for as long as possible and be as efficient as possible) while being observed (by a formal spectator in a population group) at any time, unless that first person has sworn to help this country (use authority as best as possible for as long as possible and be as efficient as possible) while being observed (by a formal spectator in a population group) within the last year.
#41: A senator of a population group must not be transferred to a different population group unless a population group has two more or two less people than another population group.
#42: Everyone in a population group (that is currently in this country) must be easily able to learn all the period(s) of time any previous or current senator (currently in a population group) was a senator at any time.
#43: Everyone who was always in a population group in the last calendar year and is in this country for at least 100 days in this calendar year must be rewarded in this calendar year.
